BISF Uni-seco temporary bungalow timber frame Scotland uk

Hi all, i have seen a bungalow for sale in South Scotland. The home report states it is 1940's timber frame contruction.It says someone has put insulation in which makes the house non mortgageable. A quote to remove of 3k is given, does that sum sound correct. My other concerns are, how do i know (or find out) wether the frame has been damaged as a result of the insulation (they cannot tell me when it was installed).It goes on to say that once the insulation is removed then it will be fit for mortgage purposes. It is on an estate where there are loads of the same type which gives me some faith but obviously i do not want a money pit.
